Hybrid bills

A hybrid bill is a type of public bill.

Hybrid Bills have some of the characteristics of Public Bills as well as Private Bills.  A Hybrid Bill is a Public Bill that affects the private interests of particular individuals or organisations in a different way from the rest of the public.

The High Speed Rail (London - West Midlands) Act 2017 was a good example of a Hybrid Bill.  The high speed rail link is of major importance to parts of the country and this justifies the government's intervention on policy grounds.  At the same time the appropriate bodies having the task of carrying out the link will need special powers to acquire the necessary land for the route.

Other examples include the Channel Tunnel Bills of the 1970s and 1980s as well as the Crossrail Bill which was needed to facilitate the building of the east to west rail link through parts of central London.
