The Joint Select Committee on Statutory Instruments has particular responsibilities for scrutinising S.I.s.  However this consideration is technical in nature as opposed to issues of appropriateness.  The Joint Committee can only report back on its findings and there have been suggestions that its work can be ignored.  It also has no real power to amend the proposed legislation.
