National police chiefs’ council

The national police chiefs' council replaces the association of chief police officers (acpo).

The National Police Chiefs’ Council (NPCC) was formed on April 1 2015 and replaces the Association of Chief Police Officers (ACPO). ACPO stopped performing its role on March 31 2015 and was dissolved on 2 August 2016.

The NPCC brings police forces in the UK together in order to help policing coordinate operations, reform and improve whilst providing value for money.

Their key functions are to:

  • Co-ordinate national operations including defining, monitoring and testing force contributions to the Strategic Policing Requirement working with the National Crime Agency where appropriate;
  • Command counter terrorism operations and deliver counter terrorist policing through the national network as set out in the Counter Terrorism Collaboration Agreement;
  • Co-ordinate the national police response to national emergencies and the co-ordination of the mobilisation of resources across force borders and internationally;
  • Implement the national operational standards and policy as set by the College of Policing and Government;
  • Work with the College of Policing, to develop joint national approaches on criminal justice, value for money, service transformation, information management, performance management and technology;
  • Where appropriate, to work with the College of Policing in order to develop joint national approaches to staff and human resource issues, including misconduct and discipline, in line with the Chief Officers’ responsibilities as employers.

Throughout the UK there are 45 police forces as well as other specialist police forces e.g British Transport Police, and the Civil Nuclear Constabulary. Each force has their own chief constable with the power to instruct their staff according to the needs of the area they cover and operate independently.  It is the role of the Police and Crime Commissioners (PCCs) to ensure that the chief constables are delivering effective policing and managing resources.
